This was provided with the help of other who already download it from MEGA.
You can use freedome VPN free trial for 5 days and download it from MEGA using MEGAsync.

ISTA Standalone
* resolution can be changed in the ISTAGUI.exe.config
* disable CheckSystemRequirements is now possible in ISTAGUI.exe.config

- for Programming is SDP needed, using older Versions allowed.
