Go in tools  and install Visual c++ and vs90_piaredist
Just to clarify for future readers: even if you're on a 64-bit copy of Windows, you still need to install the x86 version of the Visual C++ runtime to get ISTA to open without the license error. I've spent several days off and on trying to figure this one out, so thanks for pointing me in the right direction!
