Help with ISTA error screen after boot up

Whenever I boot up ISTA I'm greeted with this screen and when I hit next it doesn't give me the option to hit a key, the entire box is blank. When googling this it all says that the version I'm trying to run shouldn't even need a license. What's even weirder to me is that I have this program installed on my computer and it works perfectly fine with no issues. But when I boot up ISTA on my laptop I'm greeted with this license screen. I don't understand why the same exact program isn't asking for a license on my PC but is on my laptop. I also already tried installing the requirements it states and standard tools.

That is a strange one. I'll assume the laptop is fully supportive by means of spec and also was offline during install? I could only think it has maybe accessed something via the net or even an antivirus software has flagged the install?

I also get this on a new desktop in my garage.
