E84 CIC - Navigation activation

Dear All, 

Got a 2nd hand CIC unit fitted to an X1 E84 and now navigation is greyed out. Anybody know how to activate it? 
I have an understanding with F series E-SYS but not with E series.

VIN = V217973

I only coded it with NCS, should I re-program it as well? 

Old unit is non responsive, so can't get old data from that unit.

Use FSCs from repair pack depending on the donor unit installation date, or patch the unit.
