If you want to upload a modification to BMW backend, then I don't know how you can achieve it without registering your laptop to BMW servers. and even if doable, do you really want to inject into BMW servers something not made at your workshop but registered with this workshop ID ?

For example, if I change my FA/VO code and code the M Sport package options to a non-M Sport package, when you go to the My BMW app the car looks the same, but if you connect it to an ISTA with FASTA data, the options will update and the changes will be immediate. It's for this kind of modification that I wanted the online ISTA and to have access to technical campaigns because sometimes AIR isn't accessible from home.
