Tried running the "Visual C++ ... 2015-2022" fix but that does not help.
Anybody have an idea as to what I'm doing wrong, or how to fix this?

After download it complete. Copy and paste this .dll going to system32 (x86) or syswow64 (x64). Then right click open CMD run with administrator > "regsvr32 concrt140.dll"
I thought I had already replied, but maybe not. I ended up getting this DLL directly from Microsoft because I was concerned about all the different versions floating around with different sizes and dates. Windows experts will probably say I was worrying over nothing, but I wanted to be safe.
Anyway, even with that DLL, I still couldn’t get the newer ISTA installed — the installer started complaining about missing or incorrect Java components, and that was enough for me to bail out of the process.
For now, I guess I’ll just stick with the earlier version.

I should also say, bravo for this project. I have high hopes for its longevity.
