How to generate fsc maps code without vehicle - which tools?

Hi,

I have a question. How to generate fsc maps code without vehicle - which tools I have to use for this?
I can generate DE and 1B file for NBT and CIC if I connected via ICOM, but I have to have car. How to do it without car, only VIN have?

Next question: how to generate FSC maps codes for NBT EVO 4,5,6 ?
