What version are you trying to flash too, you need the latest version 06-000-013 for it to work.
I had the exact same thing, and once flashed it works perfectly.
Follow the link from the zipped file, its what I used on my bench setup to do the flash and it worked first go.

I see that you did try to go to 06-000-013, hmmm not sure why that did not work tbh, it should have. It could be the prerequisites, the TAL in the link does not use these, or you could delete them from your TAL and then force the update.
