ISTA is now working for me! Thank you for your hints, TheNine90.
The problem was my version of Visual C++. I installed the 2015-2022 version (ISTA expects 2015-2019) and removed some older versions. Uninstalled and re-installed ISTA and now I can connect to all the modules and see their error codes.
