I feel dumb for asking, but I installed ISTA without issue and it opened, I connected to my car, but now I cannot figure out how to reopen it since it was closed. I found istagui.exe but it keeps opening in VSCode as a .config file. Is there a different executable I should be opening?

You're not opening ISTAGUI.exe but ISTAGUI.exe.config

Your antivirus probably deleted the real ISTAGUI.exe

I have fully flashed all modules on a F31 including DME before using E-Sys & ENET cable, and an external power supply. I previously just used ISTA for diagnostics. Would ISTA be considered a more user friendly method of programming modules?

Last I checked for programming individual ECU's you need to use E-Sys. ISTA programming codes all ECU's to the same I-level in a single process. I'm pretty sure you also can't FDL code in ISTA. So yes ISTA is more user friendly, but it is more limited. E-Sys and ISTA complement each other.
