nema23 stepper motor

Hello,
I bought a nema23 stepper motor from a website called steppermotor, driving it using an L298n module with a supply voltage of 12 V DC and 2 A, but the operating torque is very low and it doesn't lock.
After owning an Ender 3 3D printer with the same motor, I realized that the motor wasn't necessarily the source of the problem.
Will switching to a TMC2208-type driver or another driver (I'm waiting for your advice) increase the motor's torque? Is the problem with my supply voltage? Should I replace the motor?
