ista_standalone_installer_4.39.20 menu grayed out.

I installed ista_standalone_installer_4.39.20 but under vehicle management things are grayed out so cant acces for example retrofit menu
is there a fix for this ?

If i add reg files ISTA_Reg_Fix_x64 it shows but then i get error.
