Usually you only need to install standard tools and that`s it, ISTA-P will be installed.

Hmm. I have a working INPA with Standard tools and SPDaten. I have installed your standalone and ISTAD works nicely.
But if I try to install ISTAP from this link https://www.bimmerscene.com/Thread-ISTA-P-3-67-1 then I get the Error 25000 during install.
If the above is broken, I have another ISTAP3.66 which is just an unpack and use with the loader which is working. So in this case should I change something to utilize your latest updates from the standalone installer? I have ticked with programming during installation.
Update;
If I try to start ISTA/P 3.66 it does not start anymore. I probably would have to run a reset but that might break your ISTAD. Sorry, I am confused now if this is working together or not. Using latest ISTAD from diagnosis an ISTAP for E Series coding.
You better ask the uploader of ISTA-P, that`s not mine.
I would suggest to code your E series with NCSexpert and NCSdummy. Much easier IMO.
It should work togheter no problem

Can I put my ISTA-P folder anywhere on the drive or does it have to be in a specific folder to work with the folder depth of ..\..\.. ?
The REG key InstallLocation C:\EC-APPS\ISTA does it matter for ISTAP?

ISTA-P doesn`t depend on ISTA-D, can be anywhere.
Download the torrent I attached and download only the Tools folder inside there.
You have the instructions on how to install ISTA-P in Tools > FAQ_EN.pdf
Not sure why you asking me for ISTA-P and not the uploader directly. Is not me
But the version I just attached I know for sure is working.

If you have download exceed quota, try using FREEDOME vpn, you have 5 days trial.
Download MEGAsync, add the link to the tool for the download to start. When you get the exceeded quota message, exit MEGAsync from taskbar by right click and EXIT.
Open FREEDOME, select any europe country and start MEGAsync again and it will download another 5gb untill the quota exceed message comes up again.. Just exit megasync, change country from freedome and start megasync again and so on until the download is completed.

I have tried but cannot get it to work to dl the SDP. I have installed JDownloader and added the file, that worked, added the cookie but when adding docs.goole.com it is not clear what to enter as login 
. Installed Megasync also but it says it is not a Mega link and does not add it. Also installed Freedome tied diffenrent locations. How can i add the link to Megasync.

Open MegaSYNC. In the taskbar, next to date and time, right click on MegaSYNC and select Transfer Manager. Top right corner you have the Add... button > Open Links and add: https://mega.nz/#F!BHJTlI6T!Y9yBss9dZPxxLHUGdSwBkw
Remove everything but SDP if that`s the only one you need.

I installed Ista, it works too. Only English is active as the language and can also be selected. Now there is also a folder named "DE_4.25.30" in the download folder "SQLiteDBs". Is this the German selection? If so, how and especially where do I have to insert the file?

That`s the german language, yes. You might need to re-download it as I do have the option to install it. Not sure what`s wrong on your side. Try re-downloading only the german language file. Also make sure the file is inside the folder SQLiteDBs, same as Installer_filestructure.png
Before we get ourselves wrong. So I ran the exe file through the automatic installation program. After this has finished, the packed folders for the various languages are also in the "Ista" subfolder. I should actually now insert the language version "German" somewhere in the file directory. But where is the big question ...
in Rheingold>SQLiteDBs, GLOBAL is mandatory and german in your case. If you install them manually don`t forget the regs ISTA_Standalone\ISTA_4.25.3x\files_only_for_manual_install\regfiles_full_sdp_blp
