Open regedit and look for
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\BMWGroup\ISPI\Rheingold
look for
BMW.Rheingold.ISTAGUI.App.DoInitialDatabaseConnectionCheck
change to False

It will work without any hitch.
